Information Systems Security Officer

Location: Herndon, VA
Duration: 1 year
US Citizenship Required –  Public Trust or Secret Clearance Tier III
Summary• Advises key technical personnel of system regarding design, engineering and compliance requirements
• Advises key stakeholders of security posture and risks associated with the system
• Reviews configurations changes for the system and the impact of changes
• Creates, manages and facilitates NIST based security documentation and controls
• Identifies, manages and facilitates remediation of security weaknesses

Job Responsibilities/ Duties:
• Develop, consult, implement controls and documentation for the security of the system. This includes: outlining system operating environment, overall mission, physical diagrams, hardware and software inventories, configuration management, type of data processed, user organizations, security classifications, operating modes, interconnections to other systems/networks, security personnel, and other associated responsibilities.
• Oversee, develop, improve and maintain the overall security posture of the system; that includes: Information System Security Plans, Risk Ratings, Contingency Plans, Security Assessments, and Contingency Plan Tests and other associated documentation.
• Participate in the development or revision of security controls of the system and local operating procedures that are based upon regulatory, policy and industry requirements.
• Act as a consultant to system owners for the security of the system and system documentation. For example, security incident reports, equipment/software inventories, operating instructions, technical vulnerability reports, and contingency plans
• Provide expertise in classified and unclassified ratings to customers.
• Work closely with technical teams for successful Certification & Accreditation of the system that leads to ATO
• Attend ISSO training courses and sessions as required
• Perform interpretations of monthly vulnerability scan results of assigned systems

Required Training:
Senior Level IT Security Certifications (CCDP, CCNP Security, CISSP, CISM, etc.)
Education/Equivalent Training Required: Bachelor’s Degree or equivalent experience will be evaluated
Unique/Additional /Experience (Position Specifics):
Expert knowledge of FISMA and NIST Special Publications
Experience implementing, assessing and managing security controls for federal IT systems
Expert knowledge of IT security best practices
Expert knowledge of current IT security threats
Broad knowledge of IT technologies and operations
Ability to develop good working relationships with customers, colleagues and other stakeholders.
Excellent verbal and written communication skills
Ability to handle and prioritize multiple simultaneous systems, projects and other assignments.
Experience leading information security teams
Knowledge of HIPAA, FedRAMP, PCI, ISO and other standards

Federal Information Security Modernization Act of 2014

The Federal Information Security Modernization Action of 2014:

  1. provide a comprehensive framework for ensuring the effectiveness of information security controls over information resources that support Federal operations and assets
  2. recognize the highly networked nature of the current Federal computing environment and provide effective governmentwide management and oversight of the related information security risks, including coordination of information security efforts throughout the civilian, national security, and law enforcement communities;
  3. provide for development and maintenance of minimum controls required to protect Federal information and information systems;
  4. provide a mechanism for improved oversight of Federal agency information security programs, including through automated security tools to continuously diagnose and improve security;
  5. acknowledge that commercially developed information security products offer advanced, dynamic, robust, and effective information security solutions, reflecting market solutions for the protection of critical information infrastructures important to the national defense and economic security of the nation that are designed, built, and operated by the private sector; and
  6. recognize that the selection of specific technical hardware and software information security solutions should be left to individual agencies from among commercially developed products.

FISMA Requirement 2012

FISMA requirements for cybersecurity (2012):

• continuous monitoring management
• configuration management
• identity and access management
• incident response and reporting
• risk management
• security training
• plan of action and milestones
• remote access management
• contingency planning
• contractor systems
• security capital planning

FISMA 2012 Focuses on three priorities for watching what data enters and exits the network:

  • Trusted Internet Connections
  • Continuous Monitoring
  • HSPD-12

The new FISMA is based on meeting the Presidents, May 2012 directive entitled “Building a 21st Century Digital Government”. The Digital Government Strategy focuses on giving better digital services to the Americans and requires the integrating better security and privacy measures into the design and adoption of all new technologies introduced to the Federal environment.  Although privacy is a bit of a contradiction with the Patriot Act but perhaps there is a plan to get rid of it.

“Building a 21st Century Digital Government” seeks to establish interagency Joint Continuous Monitoring Working Group to support Federal organizations in building “a government-wide continuous monitoring capability for Federal information systems” (FISMA FY12).

The National Cybersecurity and Communications Integration Center  was setup at the Department of Homeland Security for incident response.

The feds implemented a strategy for the Einstein 3 intrusion prevention system to enable significant capabilities to be deployed during FY 2013, four years earlier than planned (FISMA FY12).

National Insider Threat Policy

“National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs” was created as a response to wikileaks and insiders leaking classified data. The feds developed a policy for dealing with massive leaks of sensitive data.

The policy addresses information security and information sharing and seems them as mutually reinforcing activities, through three guiding principles:

  • Information is a national asset;
  • Information sharing and safeguarding requires shared risk management; and
  • Information informs decision making.

The policy pushes agencies to develop and promote effective insider threat programs to deter, detect, and mitigate actions by employees who may represent a threat to national security.

dod information assurance awareness training

DoD Information assurance awareness training is an interpretation of the federal law, Federal Information Security Management Act (FISMA).  As each unity, agency and branch of the DoD takes on the responsibility of FISMA compliance, they sometimes come up with their own flavor of DoD information assurance awareness.

DoD Information Assurance Awareness is a requirement in accordance with the FISMA of 2002:

“security awareness training to inform personnel, including contractors and other users of information systems that support the operations and assets of the agency, of— ‘‘(A) information security risks associated with their activities; and ‘‘(B) their responsibilities in complying with agency policies and procedures designed to reduce these risks”

FISMA 2012

FISMA 2012 expands the scope if DoD information assurance awareness training and the department of homeland security with a The National Initiative for Cybersecurity Education (NICE).  NICE also includes National Initiative for Cybersecurity Careers and Studies (NICCS) portal25, an online resource for cybersecurity awareness, education, training, and career information open to the public.

“The vision of NICCS portal is to provide a national resource to
elevate cybersecurity awareness and affect the change in the American public; to adopt a culture of cyberspace security and to build a competent cybersecurity workforce. “

DOD Information Assurance Awareness & Security Training
According to FISMA, all Government personnel and contractors must complete annual security awareness training.

DoD 8570/DoD 8140 are directives that spawned as a result of FISMA also requirements to have specialized training for personnel and contractors with significant security responsibilities.

Progress of DoD Information Assurance Awareness Training is tracked and taken VERY seriously.  So much so that if you don’t complete the annual training, you can lose your ability to access systems.

Information Assurance awareness is addressed as an actual security control in NIST SP 800-53 as AT – Awareness & Training and the NIST SP 800-50 is for Building an Information Technology Security Awareness and Training Program.
